Beeman was born in San Francisco.〔 He attended San Francisco public schools.〔 He received his bachelor's degree, with a major in political science and government, from Reed College in Portland, Oregon in 1958〔(Josiah Beeman - A Life in Public Service ), Reed Centennial Archive〕 and earned a master's degree in government from San Francisco State University in 1959.〔
